Partnership is a memorandum of understanding, not a vendor contract. You agree to accept and send warm referrals and report outcomes — that's the commitment.
Referrals arrive with intake context and a named LCDC contact. Veterans arrive expected, documented, and followed up on.

We will not send a veteran to you cold, without intake context. We will not drop a referral once it's handed off — follow-through is the whole point. And your client data stays yours; the loop tracks outcomes, not your files.
